How to get your holiday-let licence in Asturias

To register a holiday-let property (vivienda de uso turístico) in Asturias, the owner must first check that tourist use is compatible with local planning rules, gather the required documents and submit a declaración responsable (a formal statement of compliance) to the Principado (the regional government). You will also need to register your guests on SES.HOSPEDAJES. The NRA (Número de Registro de Alquiler, Spain's single national rental registration number) is no longer needed: the Tribunal Supremo (Spain's Supreme Court) struck it down in May 2026. Watch out if your property is in Gijón: the council has kept a precautionary suspension on granting new licences since 2024.

Requirements, declaración responsable, regional registration and the procedures needed to start operating.

In Spain, holiday rentals do not have a single national set of rules: it is the Comunidades Autónomas (autonomous regions) that have powers over tourism and housing, and they grant the licences or registrations for holiday flats. Alongside them, town councils or local governments control other aspects through their powers over the Planes Generales de Ordenación Urbana (general urban development plans).

Town councils can go further, adjusting those requirements or limiting the number of licences available in their municipality. In Asturias, this means checking both the regional and the local rules before applying for the licence, to avoid fines and make sure you meet all the requirements. If you would rather understand the general framework first, read about the holiday-let licence in Spain.

Below, at beBalmy, we set out the steps to register your property for tourist use in Asturias. Bear in mind that the legislation for a specific area can change at any time, and that it is essential to confirm with the competent bodies in your municipality any limitations that may apply to formally registering the property.

Steps to register your property for tourist use

Step 1: Gather the documents

  • Proof of identity of the applicant, whether an individual or a company.
  • Proof of ownership or an equivalent title.
  • Cédula de habitabilidad (certificate of habitability) or licencia de primera ocupación (first occupation licence).
  • Municipal opening licence.
  • Public liability insurance policy.
  • Floor plans of the interior layout showing the use and floor area of each room.
  • A list of the bedrooms, stating floor area, number of beds and the facilities each one has.
  • Express written authorisation from the comunidad de propietarios (owners' association) to carry out holiday-let activity.

Step 2: Submit the declaración responsable

  • It is submitted online with a valid digital certificate or in person at one of the registry offices.

Step 3: Registering the property

  • Once all the documents have been accepted, the administration will automatically enter the business in the Registro de Empresas y Actividades Turísticas del Principado de Asturias (the regional register of tourism businesses and activities).
  • You will be notified by recorded delivery of the corresponding reference (your registration number).
  • Along with it, the tourism authority will give you a copy of the tourism inspection book and copies of the official tourism complaint forms.

Step 4: Registering with the police

Online registration on SES.HOSPEDAJES with the Ministerio del Interior (Ministry of the Interior).
  • You will need a digital certificate, Cl@ve or an electronic DNI (Spanish national ID card) and to have the  Autofirma program installed on your computer.
  • Go to SES.HOSPEDAJES and click on the @ symbol to the right of “Acceso al registro de establecimientos y entidades” (access to the register of establishments and entities).
  • Fill in the form under «Registro«. If you are going to automate it through beBalmy, make sure you tick the “Envío de comunicaciones por servicio web” box (sending reports via web service). If you are going to send the guest reports manually, leave it as it is.
  • You will receive an email from the Ministry confirming your registration, showing your registration number, landlord code and establishment code, as well as a set of credentials that let you access SES.HOSPEDAJES without using your digital certificate. Make sure you share this with your booking manager.

Step 5: Get your property ready

  • Make sure it is furnished and equipped so it is ready to use straight away.
  • It must have:
    • heating,
    • a fire extinguisher,
    • emergency exit signs,
    • an evacuation plan of the property,
    • and a complaints form.
  • It is compulsory to fix a distinctive plaque to the property's front door.

Step 6: the single national register (NRA) is no longer compulsory

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Asturias, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Step 7: Start letting your property

  • Once you have submitted the declaración responsable and have the registration number, you can carry out the activity indefinitely, from the day it was submitted, and advertise it as a holiday-let property!
  • Once the holiday-let property is registered, the registration number must appear on all promotion and marketing through tourism sales channels.

Some limitations to bear in mind
