To register a holiday-let property (vivienda de uso turístico) in Madrid, you must first check that the property complies with the planning rules of the relevant town council. You will then need to obtain the Certificado de Idoneidad para Vivienda de Uso Turístico (certificate of suitability for holiday-let use), submit the declaración responsable (a sworn statement of compliance) and register the accommodation in the Registro de Empresas Turísticas (register of tourism businesses) of the Comunidad de Madrid. (Comunidad de Madrid)

Requirements, CIVUT, the declaración responsable and the paperwork to start the activity legally.

Holiday letting in Spain has no single national regulation: it is the autonomous regions that have powers over tourism and housing, and they are the ones that grant the licences or registrations for holiday flats. In addition, town councils or local governments control certain aspects through their powers over the Planes Generales de Ordenación Urbana (local zoning plans).

This allows town councils, including Madrid's, to adjust those regional restrictions or even limit the number of licences granted in their municipality. That is why it is wise to know both the regional and the municipal rules before applying for the licence, to avoid fines and make sure your property meets every requirement. If you want to understand the general framework first, take a look at the holiday-let licence in Spain.

Below, at beBalmy, we set out the steps to follow to register your property for holiday use in Madrid. Bear in mind that the legislation for a specific town can change at any time, and it is essential to confirm with the relevant bodies in your municipality any restrictions there may be on formally registering the property.

Steps to register your property for holiday use

Step 1: Gather the documents

  • Proof of identity of the applicant, as an individual or a company.
  • Proof of ownership or equivalent title.
  • Floor plan of the property and evacuation plan.
  • The certificate of suitability for holiday-let use (CIVUT).
  • Third-party liability insurance.
  • Express written authorisation from the owners' association (comunidad de vecinos) to carry out the holiday-let activity.

Step 2: Submit the declaración responsable

  • It is submitted online through the virtual office with a valid digital certificate, or in person at one of the  registry assistance offices.

Step 3: Register with the police

Online registration in SES.HOSPEDAJES with the Ministerio del Interior (Spain's Ministry of the Interior).
  • You will need a digital certificate, Cl@ve (the Spanish government's digital identity system) or an electronic DNI (Spanish national ID card), and the  AutoFirma software installed on your computer.
  • Go to SES.HOSPEDAJES and click the @ symbol to the right of “Acceso al registro de establecimientos y entidades” (access to the register of establishments and entities).
  • Fill in the form under «Registro». If you are going to automate it through beBalmy, make sure you tick the “Envío de comunicaciones por servicio web” (send reports via web service) box. If you are going to send the guest reports manually, leave it as it is.
  • You will receive an email from the Ministry confirming your registration, showing your registration number, landlord code and establishment code, as well as a set of login credentials that let you access SES.HOSPEDAJES without using your digital certificate. Make sure you share these with your booking manager.

Step 4: Get your property ready

  • Make sure it is furnished and equipped so that it is ready for immediate use.
  • It must have:
    • heating,
    • a fire extinguisher,
    • emergency exit signs,
    • an evacuation plan of the property,
    • and complaint forms (hoja de reclamaciones).
  • A display plaque must be fixed to the front door of the property.

Step 5: the single national register (NRA) is no longer compulsory

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from the Comunidad de Madrid, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Step 6: Start letting your property

  • Once you have submitted the declaración responsable and have the registration number, you can carry out the activity indefinitely, from the day it is submitted, and advertise it as a holiday-let property!
  • Once the holiday-let property is registered, the registration number must appear in all promotion and marketing through tourist accommodation channels.

What requirements must my property meet to be granted the licence?

The restrictions on holiday-let properties in central Madrid are based on 3 rings, from closest to furthest from the centre, with different levels of restriction depending on their location.
