To register a holiday-let property (vivienda de uso turístico) in Andalucía, you first need to check that the property meets local planning rules and the regional requirements. Then the person or company running it must submit a declaración responsable (a formal statement of compliance) online to the Junta de Andalucía (the regional government) to enter the property in the Registro de Turismo (tourism register) and start marketing it. If your property is in Sevilla, bear in mind that new holiday flats can only be on ground floors, first floors or in properties with their own entrance; Andalucía also does not require a distinctive plaque, but it does include an inspection visit after the declaración responsable.
Spain does not have a single national set of rules for holiday rentals: each Comunidad Autónoma (autonomous region) regulates tourism and housing in its territory and is the one that grants the licences or registrations for holiday flats. On top of that, town councils or local governments control other aspects, as they have powers over the Planes Generales de Ordenación Urbana (general urban development plans).
Town councils can tighten those requirements further, or even limit the number of licences, within their municipality. If your property is in Andalucía, it is worth checking both the regional decree and the local bylaw before applying for the licence, to avoid fines and make sure you meet all the requirements. If you want to understand the general framework first, read about the holiday-let licence in Spain.
Below, at beBalmy, we set out the steps to register your property for tourist use in Andalucía. Bear in mind that the legislation for a specific area can change at any time, and that it is essential to confirm with the competent bodies in your municipality any limitations that may apply to formally registering the property.

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Andalucía, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

In Sevilla, new holiday flats are restricted to ground and first floors or to flats with their own entrance. They are also subject to the conditions for tertiary accommodation use and must respect the established conditions of compatibility with residential use, so it is advisable to confirm the rules in force in the area where your holiday-let property is.

First check that the property complies with municipal planning rules and the regional requirements. Then the person or company running it submits a declaración responsable (sworn declaration) online to the Junta de Andalucía to enter the home in the Registro de Turismo (tourism register). After the declaration, the authority carries out an inspection visit, and you also need to register on SES.HOSPEDAJES. The single national register (NRA) is no longer compulsory since the Tribunal Supremo (Spain's Supreme Court) struck it down in May 2026.
Proof of the applicant's identity as an individual or a company, proof of ownership or an equivalent title, the property's cadastral reference through a copy of the IBI (Spain's local property tax) bill, the occupancy licence and the written, express authorisation of the comunidad de propietarios (owners' association) to carry out the holiday-letting activity.
It must be furnished and ready to use, with cooling and heating, fixed or portable, in bedrooms and living rooms, a bin with waste separation, a fire extinguisher, a smoke detector, a first-aid kit and the Junta de Andalucía's official complaint forms. It is not compulsory to display any plaque or sign.
After the sworn declaration has been submitted, the authority visits the property to check that the details declared are true. It is best if the home is not occupied on the day of the inspection; if it is, the guests' express consent will be needed.
According to the guide, in Seville new holiday flats can only be located on ground floors, first floors or in homes with an independent entrance, and they are subject to the conditions for tertiary accommodation use and to their compatibility with residential use. It is advisable to confirm the regulations in force in your property's area.
