To register a holiday rental home in Castilla y León, the owner must first check that it is compatible with municipal planning rules, gather the required documents and submit a declaración responsable (sworn statement of compliance) before starting the activity. The home is then entered in the Registro de Turismo (Tourism Register) and given a number that must appear in all its advertising and marketing. If your home is in Salamanca and is not in a building used exclusively for tourism, it can only be on the ground or first floor.

Requirements, the sworn statement and the paperwork to start the activity legally.

In Spain, holiday rentals are not governed by a single national law: each autonomous community has powers over tourism and housing and grants the licences or registrations for holiday flats in its territory. On top of that, certain aspects are left to town halls or local governments, which are responsible for the Planes Generales de Ordenación Urbana (general urban plans).

Town halls can adjust those regional requirements and even limit the number of licences granted in their municipality. So before applying for a licence in Castilla y León, it is a good idea to check both the regional regulations and the municipal bylaw, to avoid penalties and make sure you meet every requirement. If you'd rather understand the general framework first before going into the regional detail, take a look at the holiday rental licence in Spain.

Below, at beBalmy, we set out the steps to register your home for tourist use in Castilla y León. Bear in mind that the legislation for a specific town can change at any time, and that you must confirm with the competent bodies in your municipality any limitations that may exist on formally registering the home.

Steps to register your home for tourist use

Step 1: Gather the documents

  • Proof of identity of the applicant (individual or company).
  • Proof of ownership or an equivalent title.
  • Cédula de habitabilidad (certificate of habitability) or licencia de primera ocupación (first occupancy licence).
  • A floor plan of the home signed by a qualified technician and stamped by the relevant professional association.
  • A list of services for holiday rental homes.
  • An administrative decision granting an exemption from the requirements set by regulation.
  • The building's deed of constitution and, if there are any, the bylaws of the comunidad de propietarios (owners' association).
  • Express written authorisation from the owners' association to carry out the tourist activity.

Step 2: Submit the sworn statement

Step 3: Registration with the police

Online registration on SES.HOSPEDAJES with the Ministerio del Interior (Ministry of the Interior).
  • You will need a digital certificate, Cl@ve (the Spanish government's online ID system) or electronic ID card, and the  Autofirma program installed on your computer.
  • Go to SES.HOSPEDAJES and click the @ symbol to the right of "Acceso al registro de establecimientos y entidades" (access to the register of establishments and entities).
  • Fill in the form under "Registro". If you are going to automate it through beBalmy, make sure you tick the box "Envío de comunicaciones por servicio web" (sending reports via web service). If you are going to send the guest reports manually, leave it as it is.
  • You will receive an email from the Ministry confirming your registration, showing your registration number, landlord code and establishment code, together with a set of login credentials that let you access SES.HOSPEDAJES without using your digital certificate. Make sure you share these with whoever manages your bookings.

Step 4: Get your home ready

  • Make sure it is furnished and equipped, ready for immediate use.
  • You must have a complaints form available.
  • You must comply with strict safety rules. This includes fitting smoke detectors in every bedroom, having fire extinguishers and displaying evacuation plans. The home must also have emergency lighting and adequate ventilation to remove any unpleasant odours.
  • You must display at the entrance, where it can be seen, a standard plaque with the holiday rental home emblem.

Step 5: the single national register (NRA) is no longer compulsory

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Castilla y León, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Step 6: Start renting out your property

  • Once you have submitted the sworn statement and have your registration number, you can carry out the activity indefinitely, from the day you submit it, and advertise it as a holiday rental home!
  • Once the holiday rental home is registered, the registration number must appear in all promotion and marketing through tourist channels.
