How to register your holiday-let licence in Andalucía

To register a holiday-let property (vivienda de uso turístico) in Andalucía, you first need to check that the property meets local planning rules and the regional requirements. Then the person or company running it must submit a declaración responsable (a formal statement of compliance) online to the Junta de Andalucía (the regional government) to enter the property in the Registro de Turismo (tourism register) and start marketing it. If your property is in Sevilla, bear in mind that new holiday flats can only be on ground floors, first floors or in properties with their own entrance; Andalucía also does not require a distinctive plaque, but it does include an inspection visit after the declaración responsable.

Requirements, declaración responsable, regional registration and the procedures to start operating legally.

Spain does not have a single national set of rules for holiday rentals: each Comunidad Autónoma (autonomous region) regulates tourism and housing in its territory and is the one that grants the licences or registrations for holiday flats. On top of that, town councils or local governments control other aspects, as they have powers over the Planes Generales de Ordenación Urbana (general urban development plans).

Town councils can tighten those requirements further, or even limit the number of licences, within their municipality. If your property is in Andalucía, it is worth checking both the regional decree and the local bylaw before applying for the licence, to avoid fines and make sure you meet all the requirements. Below, at beBalmy, we set out the steps to register your property for tourist use in Andalucía. Bear in mind that the legislation for a specific area can change at any time, and that it is essential to confirm with the competent bodies in your municipality any limitations that may apply to formally registering the property.

Steps to register your property for tourist use

Step 1: Gather the documents

  • Proof of identity of the applicant, whether an individual or a company.
  • Proof of ownership or an equivalent title.
  • Proof of the property's cadastral reference (a copy of the IBI, the Spanish property tax bill).
  • Licencia de ocupación (occupation licence).
  • Express written authorisation from the comunidad de propietarios (owners' association) to carry out holiday-let activity.

Step 2: Submit the declaración responsable

  • It can only be submitted online through the virtual office with a valid digital certificate.
  • If you do not have a digital certificate, you can fill in the procedure online and go in person to your nearest office with the procedure code to prove your identity.

Step 3: Registering with the police

Online registration on SES.HOSPEDAJES with the Ministerio del Interior (Ministry of the Interior).
  • You will need a digital certificate, Cl@ve or an electronic DNI (Spanish national ID card) and to have the  Autofirma program installed on your computer.
  • Go to SES.HOSPEDAJES and click on the @ symbol to the right of “Acceso al registro de establecimientos y entidades” (access to the register of establishments and entities).
  • Fill in the form under «Registro«. If you are going to automate it through beBalmy, make sure you tick the “Envío de comunicaciones por servicio web” box (sending reports via web service). If you are going to send the guest reports manually, leave it as it is.
  • You will receive an email from the Ministry confirming your registration, showing your registration number, landlord code and establishment code, as well as a set of credentials that let you access SES.HOSPEDAJES without using your digital certificate. Make sure you share this with your booking manager.

Step 4: Get your property ready

  • Make sure it is furnished and equipped so it is ready to use straight away
  • It must have:
    • Cooling and heating, central or otherwise, through fixed or portable units in the bedrooms and living rooms,
    • A bin that allows waste to be separated for recycling
    • A fire extinguisher and smoke detector,
    • A first aid kit,
    • and the Junta de Andalucía's official Complaints and Claims Forms.
  • It is NOT compulsory to display any distinctive sign or identification plaque.

Step 5: Pass the tourism inspection

  • After you submit the declaración responsable, the administration will carry out an inspection visit to your property to check that the information you provided is accurate.
  • Make sure the property is not occupied on the day of the inspection, or you will need your guests' express consent.

Step 6: the single national register (NRA) is no longer compulsory

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Andalucía, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Step 7: Start letting your property

  • Once you have submitted the declaración responsable and have the registration number, you can carry out the activity indefinitely, from the day it was submitted, and advertise it as a holiday-let property!
  • Once the holiday-let property is registered, the registration number must appear on all promotion and marketing through tourism sales channels.

Some limitations to bear in mind

In Sevilla, new holiday flats are restricted to ground and first floors or to flats with their own entrance. They are also subject to the conditions for tertiary accommodation use and must respect the established conditions of compatibility with residential use, so it is advisable to confirm the rules in force in the area where your holiday-let property is.
