Tourist licence

The licence your listing has to carry

It is your autonomous community's permit to let your property by the night. Depending on where it is, it takes the form of a licence, a responsible declaration or an entry in the regional tourism register, and its number is the one Airbnb and Booking ask for before you can list.

What changed in 2026

What you need is your region's licence

The tourist licence or registration

  • It is regional. The community where the property sits issues it.
  • It authorises that property for tourist use.
  • It is still compulsory, just as it was before July 2025.

The national single register (NRA)

  • Royal Decree 1312/2024 created it, and it was required from July 2025.
  • The Supreme Court struck it down on 19 May 2026 (judgment 620/2026).
  • You no longer need to apply for it, and any number you already hold has no effect.

Don't apply for the NRA. Check your regional licence: that is the one you are really asked for.

If you don't have it

Without a licence, your listing won't hold

Each autonomous community has its own penalty regime. The amounts depend on each region's tourism rules, but the fines can be significant.

  • The listing

The platforms ask for your community's tourist registration number before they publish it.

  • The fine

Letting without a licence exposes you to your community's penalty regime.

  • The property

In some cases the penalty goes as far as a precautionary closure.

What they ask for

The steps repeat in almost every region

Each community calls it something different and asks for different papers, but the route is nearly always this one. Whatever needs preparing, we prepare.

  • The property

    Planning rules

The property has to comply with them and, where it applies, with the town hall's too.

  • The certificate

    Habitability or tourist suitability

The certificate your community asks for. In Madrid, the CIVUT.

  • The application

    Responsible declaration

It goes to your community's tourism body, and with it the property enters its register.

  • On the door

    Plaque or identifier

The sign your community requires. Not all of them do: Andalucía doesn't.

You will almost always have to prove who you are and that the property is yours, and some communities also want written permission from the residents' association. Timings vary widely: from a few weeks to several months, depending on the community and the body.
