To register a holiday-let property (vivienda de uso turístico) in Asturias, the owner must first check that tourist use is compatible with local planning rules, gather the required documents and submit a declaración responsable (a formal statement of compliance) to the Principado (the regional government). You will also need to register your guests on SES.HOSPEDAJES. The NRA (Número de Registro de Alquiler, Spain's single national rental registration number) is no longer needed: the Tribunal Supremo (Spain's Supreme Court) struck it down in May 2026. Watch out if your property is in Gijón: the council has kept a precautionary suspension on granting new licences since 2024.
In Spain, holiday rentals do not have a single national set of rules: it is the Comunidades Autónomas (autonomous regions) that have powers over tourism and housing, and they grant the licences or registrations for holiday flats. Alongside them, town councils or local governments control other aspects through their powers over the Planes Generales de Ordenación Urbana (general urban development plans).
Town councils can go further, adjusting those requirements or limiting the number of licences available in their municipality. In Asturias, this means checking both the regional and the local rules before applying for the licence, to avoid fines and make sure you meet all the requirements. If you would rather understand the general framework first, read about the holiday-let licence in Spain.
Below, at beBalmy, we set out the steps to register your property for tourist use in Asturias. Bear in mind that the legislation for a specific area can change at any time, and that it is essential to confirm with the competent bodies in your municipality any limitations that may apply to formally registering the property.

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Asturias, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Gijón placed a precautionary suspension on granting licences for holiday flats in 2024, so it is advisable to confirm the rules in force in the area where your holiday-let property is.

First check that holiday use is compatible with municipal rules, gather the documents and submit a declaración responsable (sworn declaration) to the Principado. Once the documents are accepted, the home is entered in the Registro de Empresas y Actividades Turísticas del Principado de Asturias (the regional register of tourism businesses and activities). After that you need to register it on SES.HOSPEDAJES. The single national register (NRA) is no longer compulsory since the Tribunal Supremo (Spain's Supreme Court) struck it down in May 2026.
Proof of the applicant's identity and of ownership, the cédula de habitabilidad (habitability certificate) or first-occupancy licence, the municipal opening licence, the third-party liability insurance policy, interior layout plans showing the use and floor area of each room, a list of rooms with floor area, places and services, and the written authorisation of the comunidad de propietarios (owners' association).
The guide warns that Gijón City Council provisionally suspended the granting of new licences for holiday flats in 2024. Before starting the process, it is worth confirming the regulations in force in your property's area, because local rules can change at any time.
It must be furnished and equipped ready for immediate use and have heating, a fire extinguisher, emergency exit signage, an evacuation plan and complaint forms. It is also compulsory to put a distinctive plaque on the front door.
The authority sends, by registered post with acknowledgement of receipt, the signatura, which is the registration number in the Registro de Empresas y Actividades Turísticas del Principado. Along with it, it provides a copy of the tourism inspection book and the official tourism complaint forms.
