To register a vivienda de uso turístico (VUT, holiday-let property) in the Comunidad Valenciana, you must first obtain a favourable municipal planning compatibility report and check that the property meets the regional and municipal requirements. After that, you will have to submit the declaración responsable (sworn statement) online to enter the property in the Registro de Turismo de la Comunitat Valenciana (the region's tourism register). If your property is in the city of Valencia, bear in mind that new holiday flats can only be located on the ground or first floor, and that several central neighbourhoods still have a precautionary suspension of licences. There is no single national regulation for holiday rentals in Spain: each autonomous community decides the requirements for holiday flats in its territory and is the body that grants the corresponding licences or registrations. In addition, town halls or local governments control certain aspects because they are responsible for the Planes Generales de Ordenación Urbana (general urban development plans).
This means that town halls can tighten those conditions or limit how many licences are granted in their municipality. If your property is in the Comunidad Valenciana, it is worth checking the local by-law as well, not just the regional regulations, to avoid penalties and make sure you meet all the requirements. If you would like to understand the general framework first, take a look at the holiday-let licence in Spain.
Below, we at beBalmy set out the steps to follow to register your property for tourist use in the Comunidad Valenciana. Bear in mind that the legislation applying to a specific town can change at any time, and that it is essential to confirm with the relevant authorities in your municipality any limitations that may exist on formally registering the property.

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from the Comunidad Valenciana, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

In the city of Valencia, as a general rule, new holiday flats are restricted to ground and first floors only, and cannot be located on the same floor as, or above, private homes in residential use. In addition, holiday-let licences have been under a precautionary suspension in the most central neighbourhoods for several years, so it is advisable to confirm the regulations currently in force in the area where your holiday-let property is.
Registering a holiday-let property in the Comunidad Valenciana means knowing the regional and local regulations, gathering the necessary documents and submitting the sworn statement. At beBalmy we are here to help you manage your holiday-let property so that you do not have to worry about a thing. Do not forget to check the tax position of a holiday let before you start letting. Start letting with confidence and get the most out of your tourism investment!
