How to get your holiday-let licence in Castilla-La Mancha

To register a vivienda de uso turístico (VUT, holiday-let property) in Castilla-La Mancha, the owner must check that the property complies with planning rules, gather the required documents and submit a declaración responsable (sworn statement) to the regional government. They must also register the property on SES.HOSPEDAJES. The NRA (Número de Registro de Alquiler, Spain's single national rental registration number) is no longer needed: the Tribunal Supremo (Spain's Supreme Court) struck it down in May 2026.

Requirements, sworn statement, guest registration and the procedures needed to start operating.

In Spain there is no single national law regulating holiday rentals: it is the autonomous communities that hold the powers over tourism and housing, and that grant the licences or registrations for holiday flats in their territory. Alongside them, town halls or local governments also play a part through their Planes Generales de Ordenación Urbana (general urban development plans), regulating aspects of holiday rentals at local level. In Castilla-La Mancha, the sworn statement is submitted electronically with a digital signature through the regional government's Sede Electrónica (online portal), without prejudice to any additional restrictions your town hall may set.

In addition, town halls can tighten those requirements further or limit the number of licences through their general urban development plans. It is important to check the municipal by-law as well as the regional regulations, to avoid penalties and make sure your property meets all the requirements. If you would like to understand the general framework first, take a look at the holiday-let licence in Spain.

Below, we at beBalmy set out the steps to follow to register your property for tourist use in Castilla-La Mancha. Bear in mind that the legislation applying to a specific town can change at any time, and that it is essential to confirm with the relevant authorities in your municipality any limitations that may exist on formally registering the property.

Steps to register your property for tourist use

Step 1: Gather the documents

  • Proof of identity of the applicant, whether an individual or a company.
  • Proof of ownership or an equivalent title.
  • The property's licencia de ocupación (occupancy licence).
  • Express written authorisation from the comunidad de propietarios (owners' association) to carry out the holiday-let activity.
  • A 1:100 floor plan of the property, clearly showing the use and floor area of each room.

Step 2: Submit the sworn statement

  • It must be submitted online with an electronic signature through the Sede Electrónica.

Step 3: Register with the police

Online registration on SES.HOSPEDAJES with the Ministry of the Interior.
  • You will need a digital certificate, Cl@ve or electronic DNI (Spanish ID card) and to have the  Autofirma program installed on your computer.
  • Go to SES.HOSPEDAJES and click on the @ symbol to the right of "Acceso al registro de establecimientos y entidades" (access to the register of establishments and entities).
  • Fill in the form under «Registro«. If you are going to automate it through beBalmy, make sure you tick the "Envío de comunicaciones por servicio web" box (sending communications by web service). If you are going to send the guest reports manually, leave it as it is.
  • You will receive an email from the Ministry confirming your registration, showing your registration number, landlord code and establishment code, together with a set of credentials that will let you access SES.HOSPEDAJES without using your digital certificate. Make sure you share these with your booking manager.

Step 4: Get your property ready

  • Make sure it is furnished and equipped so that it is ready for immediate use.
  • It must have:
    • Air conditioning and heating in the bedrooms and living room
    • Wi-Fi internet connection
    • A first-aid kit
  • It is compulsory to display, visibly on the front door, a plaque or sign identifying it as a holiday-let property.

Step 5: the single national register (NRA) is no longer compulsory

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Castilla-La Mancha, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Step 6: Start letting your property

  • Once you have submitted the sworn statement and have your registration number, you can carry out the activity indefinitely, from the day it is submitted, and advertise it as a holiday-let property!
