How to get your holiday-let licence in Aragon

To register a vivienda de uso turístico (holiday let) in Aragon, the owner must first check that it is compatible with the municipal planning rules, gather the required paperwork and submit a declaración responsable (sworn statement) to the Gobierno de Aragón (Aragon's regional government). They must also meet the guest registration obligations. The NRA (Número de Registro de Alquiler, Spain's single national rental registration number) is no longer needed: the Tribunal Supremo (Spain's Supreme Court) struck it down in May 2026.

Steps to submit the declaración responsable and register your guests.

The legal framework for holiday lets in Spain does not depend on a single national law: it is the autonomous communities, which hold the powers over tourism and housing, that grant licences or registrations for holiday flats in their territory. On top of that there is the role of town councils or local governments, which through their Planes Generales de Ordenación Urbana (general urban development plans) also regulate certain aspects of holiday lets locally. In Aragon, the declaración responsable is handled directly through the Gobierno de Aragón, without prejudice to any additional restrictions your town council may set.

Town councils can adjust those regional restrictions, tightening the requirements or limiting the number of licences granted in their municipality. That is why you need to know both the regional and the local legislation well to avoid fines and make sure your home meets every requirement. If you want to understand the general framework first, see our guide to holiday-let licences in Spain.

Below, at beBalmy, we set out the steps to follow to register your home for tourist use in Aragon. Bear in mind that the legislation for each specific town can change at any time, and that it is essential to confirm with the competent bodies in your municipality any limitations that may exist on formally registering the home.

Steps to register your home for tourist use

Step 1: Gather the paperwork

  • Proof of the identity of the applicant, whether an individual or a company.
  • Proof of ownership or an equivalent title.
  • Cédula de habitabilidad (certificate of habitability) or licencia de primera ocupación (first occupancy licence).
  • A floor plan of the home signed by a qualified technician.
  • Details of the home and its maximum legal capacity
  • Express written authorisation from the comunidad de vecinos (owners' association) to carry out the tourist-let activity.

Step 2: Submit the declaración responsable

There are two ways to submit the application:

Step 3: Register with the police

Online registration on SES.HOSPEDAJES with the Ministerio del Interior (Spain's Interior Ministry) (COMPULSORY FROM 1 OCTOBER 2024).
  • You will need a digital certificate, Cl@ve or electronic DNI (Spanish ID card), and to have the  Autofirma program installed on your computer.
  • Go to SES.HOSPEDAJES and click on the @ symbol to the right of “Acceso al registro de establecimientos y entidades” (access to the register of establishments and entities).
  • Fill in the form under «Registro«. If you are going to automate it through beBalmy, make sure you tick the box “Envío de comunicaciones por servicio web” (sending communications via web service). If you are going to send the reports manually, leave it as it is.
  • You will receive an email from the Ministry confirming your registration, showing your registration number, landlord code and establishment code, along with a set of login credentials that will let you access SES.HOSPEDAJES without using your digital certificate. Make sure you share these with whoever manages your bookings.

Step 4: Get your home ready

  • Make sure it is furnished and equipped ready for immediate use.
  • It must have heating.
  • You must display a plaque or sign on the front door, clearly visible, identifying it as a holiday let.

Step 5: the single national register (NRA) is no longer compulsory

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Aragón, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

Step 6: Start letting your property

  • Once you have submitted the declaración responsable and have the registration number, you can carry out the activity indefinitely, from the day you submitted it, and advertise the property as a holiday let.
