To register a holiday rental home in Castilla y León, the owner must first check that it is compatible with municipal planning rules, gather the required documents and submit a declaración responsable (sworn statement of compliance) before starting the activity. The home is then entered in the Registro de Turismo (Tourism Register) and given a number that must appear in all its advertising and marketing. If your home is in Salamanca and is not in a building used exclusively for tourism, it can only be on the ground or first floor.
In Spain, holiday rentals are not governed by a single national law: each autonomous community has powers over tourism and housing and grants the licences or registrations for holiday flats in its territory. On top of that, certain aspects are left to town halls or local governments, which are responsible for the Planes Generales de Ordenación Urbana (general urban plans).
Town halls can adjust those regional requirements and even limit the number of licences granted in their municipality. So before applying for a licence in Castilla y León, it is a good idea to check both the regional regulations and the municipal bylaw, to avoid penalties and make sure you meet every requirement. If you'd rather understand the general framework first before going into the regional detail, take a look at the holiday rental licence in Spain.
Below, at beBalmy, we set out the steps to register your home for tourist use in Castilla y León. Bear in mind that the legislation for a specific town can change at any time, and that you must confirm with the competent bodies in your municipality any limitations that may exist on formally registering the home.

From July 2025 you also had to enter the property in the single national register of short-term lets (NRA), created by Real Decreto 1312/2024. On 19 May 2026 the Tribunal Supremo (Spain's Supreme Court) struck down that single register for encroaching on regional powers (judgment 620/2026). The Ventanilla Única Digital (single digital window) remains, but what counts for advertising the property on Airbnb or Booking is the tourism registration number from Castilla y León, the one you are given when you register it. We explain what changes in the Supreme Court ruling on the single register.

In Salamanca, holiday rental homes that are not in buildings used exclusively for this activity can only be on the ground or first floor. This measure was taken to minimise disturbance to neighbours in residential areas.
